Built with the city in the 1950s on a European plaza model; the entertainment core grew around the Neelam, Jagat and KC cinemas.

Built new. Sector 22, not 17, was the city’s first downtown before this took over.

The OG move

The plaza is the Edict in stone: “the character and architecture of buildings shall not be altered” and materials must stay truthful, so owners cannot even repaint, and have been ordered to strip non-conforming paint off the grey concrete. The old line still holds for an older generation: “meet at 17,” at the musical fountain. The OG names are here too: Indian Coffee House, Sindhi Sweets (since 1976), Hot Millions (1979).

A fact that reframes it

Corbusier’s “heart of the city” is visibly tired. Once it was made a no-vending zone it went, in the local paper’s words, “polished but lifeless”; a Rs 48-crore multilevel car park sits underused, and an e-auction of 39 plaza booths in 2023 drew zero bids.
