The Rock Garden

Forty acres of sculpture made from the city's own rubble, built in secret and illegally for eighteen years.

Where it sits in the city
This room’s memory is still to be written. An owner memory of the Rock Garden, if any (the low doorways, the waterfall, a school visit).

Then & now

Then
Begun secretly in 1957; found by the authorities around 1975; opened to the public 1976; now ~40 acres.
Who
Nek Chand Saini, a roads inspector in the Public Works Department.
Before
A protected forest buffer near Sukhna, inside Le Corbusier’s green belt, where nothing was meant to be built.

The OG move

It was a triple offence: illegal land, protected forest, a government employee building on the side. When the bureaucracy found it and wanted it bulldozed, public outcry saved it; the state put Nek Chand on salary with fifty labourers to keep going. Then in March 2025, months after his birth-centenary, the administration razed part of a boundary wall overnight for High Court parking. It called the wall a forest boundary, not part of the garden; Nek Chand’s family and heritage campaigners disputed that and protested, and there was no court stay.

A fact that reframes it

The whole wonderland is built from waste: broken bangles, tiles, crockery, electrical fittings, demolition rubble. A national monument made from the city’s garbage.
